I was running into the same issue. It seems this is a bug in the mobile
app. It forces a 5% offer no matter what the price is. If I go to the
desktop version of ebay (not the app) I can send 2% and 3% offers.
My sale still has not appeared in my history.....but I just checked my
paypal account and they refunded the payment. Glad I did not ship my
item out yet.
