**bleep** that eBay and Paypal they took the 30€ commissions just for failed transaction

hello, I'm interested in return of a refund do i get all back including currency changes i Pay almost 407€ for 345£ and i SEE on Paypal refund for 381€ wher is 26€ ? i hope Paypal or eBay don’t Just take my money for nothing
