Yes, the ebay Payments department directly informed that I must have a
cell phone to receive text messages. If I hadn't let my original
seller's account lapse, I probably would be "grandfathered" in. I will
look into getting my AT&T landline to accep...

ebay. After long conversations via Messenger on ebay's facebook page and
with a phone call from ebay's Payments department, I was informed that a
land line won't suffice for a ebay ...
