If I have a customer that wants to pay cash for an item or pay outside of eBay and eBay needs to collect tax, do I, the seller, collect the tax and have it deducted? Or does the buyer get charged after I "mark as paid".

I shipped an item on Dec 21 but did not mark it shipped until today.How can edit the ship date on Ebay?
