Ebay says you have to upload a receipt to prove you shipped a package that wasn't received. How do you do that? It's so hard to understand

when i get a shipping label , it always charges me twice and gives two tracking numbers

it used to have countries i don't sell to and i just mark them. Now it doesn't and it has things about globle shipping and i don't want anything to do with that. Do they automatically take those countries out
