2 days ago I logged on to ebay with my desktop computer. I immediately got a popup saying that if I download and install the ebay app onto my android phone I will get $10 off my next order. I did so with my android phone, found the item I was looking...

While searching for a product I got a message that if I install the ebay app on my android phone I would get $10 off my next order. I installed the app and placed an order but did not get $10 off. Where is my $10 ??

I am trying to purchase from a previous seller. I am getting a message that says "The seller isn't accepting bids or offers from you" and I do not understand why.
