Why can’t I combine to same buyer and send refund. I purchased label for 1 item and was going to add tracking number to other 2, but it’s not allowing me to? I feel I have been able to in past? Any idea how to do this?

My buyer paid for the item, then sent a message to ship to a different address. I know eBay recommends not to do this. If I cancel the purchase with reason, something wrong with address will this be detrimental to my seller account? What the best opt...
