ad rate mess up, i changed my ad rate from 27% to 11% week ago. but ad fee still 27%

ad rate change mess up. changed the ad rate in the promotion area and in the list. system didn't change, still charge me the old rate when sales happen. so many sale pay extreme high ad rate
