UPS charging more on payout than I originally paid for shipping

Sold an antique radio in a 16x11x10 and it was 10 lbs. It costs $23.41 but on my payout I am being charged $33.16. I noticed this once before but have no idea why. Is there anything I can do? My dimensions and weight are always spot on.
