I can't edit my combine shipping rule

I created a combined shipping rule a month ago, now I want to edit it there but when I go to the shipping preferences there is no edit button and nothing indicating where I can create a rule.

How do I get PayPal out of my label purchases

I'm new to managed payments, I can't figure out how to make changes so when I purchase a shipping label it is NOT charged to my PayPal account.
