Why was I charged insertion fees at the end of the month when I had not used the allotted amount?

Is anyone having an issue with the Ebay app asking you to choose a shipping policy and return policy? I did make one small edit on my dashboard for returns and now it won't let me list because of this error message. Any clue to what I did wrong?
