Got charged another 5 dollars for a USPS Flat rate Small Priority mail
box that I had already paid $8.40 for, and it was not over weight.
What's the reason?
Returned item because it was defective, used Ebay bucks as partial
payment, seller refunded, Pay Pal shows refund along with ebay bucks,
but have no access to ebay bucks
