How can I tell if a buyer making an offer is legit? It says they’ve been an Ebayer since 11/13/18 but has no feedback.

Buyer said item was damaged when they received. Asked eBay for help said file pip claim did that. Claim was not accepted because no insurance was mailed first class. I told eBay this they told me to file. What do I do?
