bid on barbie item then retracted bid 3 days later

why is buyer allowed to retract bid after 3 days ? i did not change description & buyer did not contact me .looks like just changed mind .wow not nice.

How do i stop auction items that didnot sell from being relisted? can l stop relisting on all item
