There is no question that it will deter a casual seller from listing
items. If it wasn't going to be a deterrent, ebay wouldn't be
encouraging its users to write their representatives or lobbying

Hobby seller here. Sold used goods from garage sales, the attic, etc. to
pay for other hobbies (cars, motorcycles). Guess that's over. Just took
down all my auctions. I don't want the hassle of having to treat this
activity like a business.
