Sold an item and the buyer picked up yesterday. Scanned his QR code but the item won't clear as being picked up. Neither of us realized there was a 6 digit code. What can I do now?thanks

I sold an item to a US serviceman in Japan. Simply a domestic shipment for me the seller, now it is delayed by customs due to a lack of export documentation. I have shipped many items overseas and NEVER had this requirement. What gives???
