So why can't I leave feedback for someone who bids but doesn't pay? Has e-bay answered any of these?

I've had a few non payments lately. Why do we the sellers have no recourse or ability to leave them feedback to worn other buyers? I seems e-bay will not allow any feed back in these cases. Has e-bay answered anyones concerns about this issue?
