Partial refunded but Ebay didn't reimburse final value fee like before?

I partial refund my buyer of combine shipping and multiple purchase manually . And I change to Ebay pay-out instead of going through Paypal now. Before switching paypal and ebay would reimburse the % of final value fee I refunded. But I don't see it ...

Back then when the USPS intl shipping stared with "LZ" is about 5 USD cheaper, and traceable in most of the EU country. Austraila , New Zealand, Singapore, Brazil and even UAE. Now they change the beginning to "UA", 13 dollar for 3 oz of weight inste...
