If an item I sold has been "Out for Delivery" for 3 days.. is it safe to assume its been delivered but wasnt scanned at drop off?

Roughly a month ago I had 2 items within a week of each other arrive to buyers homes completely violated and useless. It was immediately decided by myself and later ultimately decided by eBay that the courier service was at fault so buyers were refun...
