My eBay app has been turned in to tech support for 2 months now and hasn’t been fixed it keeps circ

My app for eBay has not been working for over 2 months now it has been turned in to eBay tech support 4 times , it won’t delete app completely and circles when I try to load? eBay is not helping???????

App does not close out completely can not use app he show like a white sheet and keeps circling
