I have a $32.00 credit balance on my account how do can I apply that to a new purchase?

cancel bid where item was never paid for

We have two items where customers bid on them and never made payment. One is from August 18 and the other from September 3. How can I cancel these? I tried on the site and it said the bidding closed therefore I can't cancel it. Thanks.
