I ran imei that the seller post from his phone to see if it's compatible
with the network i'm going to activate. Found out that the site says
that the phone is reported lost or stolen. How do we report this
listing/seller to ebay?

violated community guideline by this post? Apparently this is a seller
board that is out to protect seller and not buyer. Shame.
