Was charged wrong on shipping

Shipped out driver which was first weighed from me at 3.56lbs and UPS changed the weight from thatto 40lbs! I’m guessing it should have been 4lbs not 4lbs? How to I get this over billing taken care ofsince this was done through EBAY?
