How can I stop eBay from automatically resisting an Item? I want to pull an Item but eBay keeps automatically resisting it.

I'am seeing a disturbing issue where as when I put an Item in my watch list the item shows up in my offer column claiming I made an offer and either have to accept or decline the offer. This is nonsense and how can I stop this.
