Is there a way to add information or edit a listing even after eBay has locked it out? I just need to add something to the description.

Advanced listing upgrade fees

I was charged a $20 “Advanced listing upgrade fee” even though my item didn’t sell. It was my understanding that eBay only charges fees only if the item sells?
