Fees for not adding MAKE OFFER to Fixed Price Items?

I heard .35 is being charged on Fixed Price Items if Make Offer is not added to auction.Also - are there charges on Send Offers? Hard to get the info straight. Thanks. Alan

The new format seems to not have a list of all your fees and the prices seem higher -how can I find out what they are billing me for these days. Alan
