Seller sent wrong item,won't reply now,HOW can I contact eBay?

Isn't it pretty much an unwritten politeness action for a seller to leave feedback when a buyer makes a purchase AND the seller has taken the buyer's money?Or is there some new hidden/ unwritten rule that the seller can JUST leave a customer hanging?
