shipment to buyer with military address has not arrived

We shipped the package to the buyer over 8 days ago priority mail. The tracking shows the package is in transit, but it was supposed to arrive yesterday. It's going to an unknown location since it's a naval post office. Is this delay normal?

Item I shipped does not show up as received on ebay tracking, even though the USPS shows it delivered.
