What makes this truck NOT eligible for purchase protection program

Bought and paid for 2005 harley, seller has not delivered yet

I bought an paid for 2005 Harley, seller used his delivery company, said ther would be here 6am 4/12/18 NO show.. Been emailing an calling seller,Also delivery co. Getting NO response from either... Now what ???
