Cannot find the seller

I bought an item in March 2018. Until now I didn't receive that. I want the refund that money. I cannot contact the eBay. Please, somebody help me.

I ordered one month before still, I didn't receive the item and also cannot track the good. But It's a china post. Can somebody help me, please? If you have any solution please share it.
