Is there any way to block listing from a country for all searches permanently?

Email refund scams

I just had someone try and scam me for a refund. When I caved in, I was told it would he shipped the next day. No return and now he has it listed as great condition. I can't leave feedback because it timed out. How do I warn people about this guy?
