PayPal charge me for the the item but on eBay is showing as It didn’t go through? Resolution option.

I have bad internet service especially upload. And I payed an item with paypal it got through and eBay is showing I didn’t pay? Who do I contact? PayPal or eBay? Seller is not sending me the item but the payment when is done in PayPal.
