ebay is having technical difficulties with sending offers to buyers, I tried from different computers and from my cell phone - nothing works!

I'm trying to file a claim with ShipCover insurance through ebay for the first time. When I select one of 2 options "damaged package", the red circle with an exclamation point comes up and would not let me press "file the claim"
