Impossible to get ahold of EBAY customer Service to find out if I can do what the seller is asking

This is unbelievable that I cannot get ahold of a person to walk me through the process. I received a counterfeit item, the person wants my paypal address so they can send me money for a label? sounds fishy but no one to help with this?
