Hi,You can make a claim through paypal,and if i was you phone ebay as well, more than likely they have stopped this seller from using ebay.

Hi,All you have to is link your paypal with your seller account. Go to paypal account and and run through setting,link paypal with ebay and also link paypal with your bank account. also on your seller click on pay with paypal and away you go.
