Incorrect amount for buyer paid shipping yet eBay knew what the correct amount should be

Buyer was charged $1.75 yet I paid eBay almost $4.00 shipping. Why wasn't the buyer charged the correct amount when the item details stayed the same and eBay knew what the postage would be because they knew what to charge me? Thanks

Your return policies need an update

I keep getting emails/messages stating that "Your return policies need an update." I've checked and double checked and all of my listings have been updated to 30 days. I cannot figure out what I'm missing. Anybody else encounter this? Thanks.
