the city of Los Angeles wants me to claim my eBay sales as a business in the city.

Los Angeles says that based on my income tax records where I paid for my eBay earnings means I am operating a business in L.A. and have to pay for a business license and fees on my income. Anyone have any suggestions on how to deal with them.
