I had a seller cancel my order but has not issued a refund nor is he responding to my attempt to contact him. How long do I have to wait to ask E-bay to step in?

new shipping tracker needs help

The new tracking page needs to be scroll-able. I have to resize my screen just to exit every time I try to track a shipment.
