Seller didn't refund full amount. Can't seem to be able to contact him.

I returned an air mattress. The seller was quick to refund, but he didn't refund the full amount of what I paid. I have tried to contact the seller, but I keep getting an error. Can I report him to eBay? Thank you for any help with this.
