how do you ship for 51 cents with delivery confirmation?

size doesn't matter. it won't sort with envelopes and will be kicked out for manual processing. from there only weight and postage paid matters.

stamp and bubble envelope. can ship 1oz for 1 stamp which costs $0.55. each additional ounce is $0.20. you can buy 2oz and 3oz stamps instead of normal stamps so you don't over pay with normal stamps. only catch is no tracking.
