How do you deal with shipping an item like shampoo? What shipping method do you use?

I went to sell some sanding 3M masked, and was informed that these items are not allowed on Ebay right now. I'm ok with that, but then I saw a bunch of the exact same item on Ebay. I don't understand the double standard. Any ideas?
