I did not get a refund of 5 Euros after seller cancelled his order. Why?

 I bought a watch from this seller, and he cancelled it saying that he has not enough reviews to receive my payment. Why did I not get the full refund? I have a balance of 5 euros remaining. Also seller wants me to deal on whatsapp now
