Issued a full refund and EBAY kept .30 from my fee credit

I issued a few refunds and noticed the Ebay didn't credit my account in full. They kept .30 cents. Why are they not refunding me the entire amount. I've looked for an explanation throughout EBAY and cannot find anything on this. Thanks!
