No they are not. They are allowing only "Certain sellers " to list them.

Those sold items are indeed sold and Ebay is making money from them. I
had several mask listed before they decided to take them down for no
reason that makes sense. My mask were make just like the 1540 handmade
fabric mask they have listed right now....
Staying home is the best thing we can all do. But when you have to leave
your house, the government is telling people to wear a mask or scarf.
Something is better than nothing, as they have said. The fact is Ebay is
allowing "certain sellers" to sell...
