Shipping an Item to another address is not possible........Why not?

I tried to edit the shipping address on an item I sold. Ebay let me change every thing except the Zip Code. Why does Ebay block changing the Zip Code? Makes no sense.

My Seller transaction rate has improved to below 2% for the last 2 months. I am still being fined an extra 5%. How much longer will I be fined if it stays below 2%?
