despite having updated bank account info, ebay has restricted my account and demands the info again

Has anyone else had this issue? i closed one account about a year ago and added my updated account info but ebay suddenly has reverted to thinking my old account info is the current info. What is going on? Is this just another one of the many glitche...

eBay won't let me buy a shipping label today?

I shipped an item just fine last night. Today it won't let me buy a label. I have deleted all invalid payment options from my account and I cannot find any other reason that eBay would not let me buy a shipping label except maybe a system-wide glitch...
