l list a item but I have 2 of them (quantity 2) and Buyer buyers both Why isn't shipping doubled?do I have to stop listing quantity 2?

Say I have 4 people watching an item. And I want to send the offer to all 4. Why does eBay only send the offer to 1 person only?
