Sending another 2nd chance offer to a bidder when the first one has expired. Bidder name removed

The bidder is overseas and we agreed on the price and I sent him a 2nd chance offer. With the 9 hour time difference he didn't act on it before it expired. His name dropped off the bidder list after I sent the first offer.
