Buyer paid, not picking up.

Buyer paid and not picking up local. He says it's free shipping. No. I have screen shots of no shipping, local pickup only on ad. I'm in Sacramento, Ca. He's in Texas. Do I cancel or just make him do the cancelling on his bid?
