The 13 digit code was damaged during scratch off. The card is worth $25. How can it be repaired?

During the scratch off process the 13 digit code was damaged and unreadable. How can I get this fixed? It has a $25 value. I contacted Ebay and was told that they would email me instructions but never got an email from them.
